About the role
This role owns the e‑money and payments side of Paybis’s regulatory pipeline, covering live EMI workstreams in the EEA and the UK, the safeguarding framework, and post‑authorisation obligations. You will report to the Global Chief of Compliance and focus on regulatory drafting and analysis.
Key responsibilities
- Lead the EEA EMI regulatory workstream with Latvijas Banka, including governance, internal control system descriptions, policies, own‑funds documentation, regulator correspondence and RFI cycles.
- Manage the UK EMI regulatory workstream with the FCA, covering governance, safeguarding under FCA rules, and AML governance narrative.
- Develop and maintain the safeguarding framework across both jurisdictions, ensuring method, segregation, reconciliation, breach reporting and audit readiness.
- Implement post‑authorisation obligations for the Latvian Payment Institution (PSD2) licence and verify that approved controls operate in practice.
- Conduct regulatory assessments of payment products, payment‑flow changes, agent and distributor arrangements, and outsourcing, including gap analyses and remediation plans.
Required profile
- 5+ years in regulatory compliance (authorisation, licensing, policy and governance drafting) with at least 3 years in an EEA or UK e‑money or payment institution authorised by a national competent authority.
- Hands‑on experience of an e‑money or payments authorisation framework (EEA EMI/PI or UK EMRs/PSRs) taken through submission and regulator review.
- Proven ability to draft governance/ICS narratives, policies or safeguarding documentation for an authorisation file and address regulator feedback.
- Working knowledge of EMD2/PSD2, the UK e‑money and payments regime, DORA, AMLD/FATF standards, sanctions, outsourcing and governance requirements.
