Head of Project Controls & Commercial – Riga, Latvia

About the role

We are looking for an experienced Head of Project Controls & Commercial to lead project controls, commercial, contract management and technical office functions for large‑scale international construction projects in Riga, Latvia.

Key responsibilities

• Lead and coordinate project controls, commercial and technical office functions across multiple projects.
• Establish standardized planning, cost control, reporting and project control systems.
• Manage master schedules, progress monitoring, critical path analysis and recovery plans using Primavera P6.
• Monitor budgets, cost control, cash flow, forecasts and overall project performance.
• Manage contract administration, variations, claims and change management processes.
• Coordinate progress measurement, interim payments and subcontractor payment certification.
• Identify commercial, contractual and programme risks early and develop proactive solutions.
• Lead and develop planning, cost control, technical office and contract management teams.
• Provide portfolio‑level reporting and strategic recommendations to senior management.
• Maintain effective communication with the Employer, Consultants and other project stakeholders on commercial and contractual matters.

Required profile

• Bachelor’s degree in Civil Engineering, Construction Management or a related engineering discipline.
• 12–15+ years of experience in major construction projects.
• Senior‑level experience as a Project Controls Manager, Commercial Manager, Technical Office Manager or Contracts Manager.
• Strong experience in planning, cost control, budgeting, forecasting and contract management.
• Advanced knowledge of Primavera P6.
• Experience with international construction contracts and large‑scale building projects.
• Proven experience managing multiple projects or project portfolios.
• Professional proficiency in English and international project experience.
